TD-Client is the “engine” provided by the U.S. Department of Education (DOE) that allows schools to automate the delivery and receipt of daily files through the SAIG mailbox to COD (Common Origination and Disbursement), CPS (Central Processing System for FAFSA) and NSLDS (National Student Loan Data System). There are several pieces of software used to provide the automated solution of daily file transfer– TD Client, FTP, JavaScript, the Windows Server Operating system and several more to provide appropriate security. The current TD Client solution; while working, is not a stable system/ environment and could fail at any time. The TD Client software itself is dropping files almost daily-causing Systems staff to manually intervene. The Department of Education will not provide support until TD Client is upgraded to current version. (We are 1 version behind). The Windows Server Operating system is not on the current platform and the security solution deployed is no longer supported by IRT. Earlier, an upgraded of TD Client was attempted, but was not successful and efforts were then abandoned. The Financial Aid office heavily relies on TD Client for the daily processing of COD files (authorization and payment of financial aid dollars estimated at $250M annually). With 74% of students receiving some form of financial aid support we cannot risk significant “down” time in our processes that would lead to a delay in funding to students. Each student receiving a Pell grant and/or Federal loan will be sent to and from one of the federal agencies more than 20 times throughout the aid year. TD Client failure would result in delay of sending/ receipt of files causing a delay in disbursement of funds. This delay is estimated to be up to two weeks if TD Client failed and manual intervention to occur.
