Problem / Opportunity
Briefly summarize the problem or opportunity you propose to address. Write this in terms of the organizational problem being addressed, not in terms of the solution needed.
During the fall semester, we encountered a vulnerability for our current electronic lock system. The access fobs can be duplicated. The reason the previous cards were so easily duplicatable is due to the card format being used. The format being used by your site before is called 26 bit Prox aka (Proximity read type).
o It is the industry’s most common proximity card format (26-bit card, also referred to as H10301). This is an open format which is why it is so easily duplicated.
o The new card format is called “Smart card” and is encrypted. It has a mini-processor in it that does not allow for it to be “hacked” or duplicated. There will be a unique interaction between the reader and the card.
o Card format is Mifare Desfire EV1

UHS is replacing all wired readers this spring in order to use the new card format. The next phase is to upgrade our Basis V Lock to a wireless lock for better security. UHS will need to upgrade to OnGuard 7.6 which would make the Basis V lock incompatible.

The upgrade allows for better control of access and saves staff time with programming a lock. The lock can be programmed remotely.
Goals & Objectives
Objectives are specific, measurable, and timed outcomes of the project that are stated in terms of the problem solutions or opportunities users will experience.
Phase 1
• Enhance our current locking system and provided for better security control
• Access to the WiFi network is needed
Phase 2
• UHS is looking to have each student room upgraded from a hard key to a WiFi lock.
Area Lead
The person in your area who will help lead the following: document requirements, bring in appropriate resources (e.g., faculty, students, staff, etc.), and oversee tasks, testing, and training.

Functional Teams and Other Resources
Please do your best to define personnel needed for your project, as well as your best estimate of the number of hours needed from those project team members.
IRT support, Housing Facilities, Outside Contract (Siemens), Outside Contractor (Allegion)
Risks and Dependencies
Identify any factors that can affect the outcome of the project including major dependencies on other events or actions. These factors can affect deliverables, success, and completion of the project.
• UHS is currently running Lenel Product/OnGuard that interfaces with StarRez. No new software is needed. UHS will be upgrading to 7.5 then 7.6 (7.6 is after the installation of the WiFi Lock
• UHS will need to purchase the WiFi locks.
• UHS is funding the project.
Executive Sponsor
Each project must have an executive sponsor (VP / Cabinet level executive).
